Abstract

This study presents an integrated theoretical and applied framework for developing an intelligent algorithm specialized in detecting Saudi folk proverbs—derived from the oral memory of all regions of the Kingdom—within diplomatic discourse, and "preprocessing" them for the simultaneous interpreter through complex contextual diplomatic analysis and the provision of weighted functional translation packages. The algorithm, named the "Saudi Proverb Detector," aims to address the critical problem of discourse misinterpretation leading to the distortion of folk linguistic heritage during its transfer into foreign languages in sensitive political and diplomatic contexts, which may result in crises of understanding or the malicious exploitation of meaning. The study adopts a hybrid methodology combining ethnographic fieldwork for proverb collection and documentation, cultural-cognitive analysis to extract underlying intellectual models, and intelligent systems engineering to build the detection and preprocessing mechanism. The algorithm draws upon a comprehensive knowledge base representing the Kingdom's oral memory in its full geographical diversity, grounded in encyclopedic references such as the work of Al-Juhaiman (1982), which documented nearly ten thousand proverbs. The study culminates in a detailed vision for a preventive digital ecosystem that transforms Saudi Arabia's geographic expressive diversity from a challenge in representation into a source of strength and enrichment, rendering proverbs an effective tool for soft power and strategic clarity in international dialogue.
